Phillips Hall closes off the east end of the Engineering Quadrangle and boarders Campus Road. Phillips is a horizontal block with a flat roof. It sits on a blind loggia supported by rectangular supports clad in gray Ithaca stone. The infill between is glass. The upper stories are framed in limestone panels. The center portion is divided by vertical aluminum mullions. Between them run alternating strips of blue-green terracotta panels and aluminum-cased windows.
